Bio

Mr. Winston focuses on crafting solutions to economic and policy challenges through the analysis and scoring of economic policy, and in the development and application of complex economic modeling, simulation and forecasting frameworks. Prior to joining Millstein & Co, Mr. Winston was Deputy Chief Economist for KPMG LLP (US) and Chief Economist for KPMG Australia from 2011 to 2015. During this time he was concurrently Director of the KPMG Macroeconomics practice and Director of the KPMG Institute of Economic Modeling. He has advised national, state and regional governments on significant economic policy challenges, such as; fiscal policy reform in Australia, Bahrain, Puerto Rico and the UAE; infrastructure projects in Australia and the Caribbean; environment and natural resources management in Australia and the U.S.; and international trade, agriculture and energy policy in the U.S and Singapore. He also advised corporate clients on economic matters including the impact of policy reform and macroeconomic events on the local, national and global economies and on the consequences for their businesses. From 1995 to 2011 Mr. Winston was Senior Research Fellow at the Centre of Policy Studies at Monash University. During this time he served 8 years as an economic advisor on assignment to the US Federal Government in Washington DC where he assisted numerous federal agencies, the US Administration and the US Congress. He also worked with government and private sector clients in North and South America, Asia-Pacific, Africa, and Europe directing policy and economic research on key policy issues; formulated policy advice and assessments through applications of sound economic principles and the simulation modeling of scenarios; served on inter-agency policy teams; developed economic modeling and simulation frameworks for federal agencies; and developed and implemented capacity building programs for staff economists in economic analysis and modeling techniques. Mr. Winston has received recognition from clients and peers, including being awarded the Dean’s award for Excellence in Research from Monash University (for policy work with the US government); a number of US Federal Government awards and commendations for economic and policy analysis, including a letter of commendation from the White House for his work on climate and energy policy; and, best paper and speaker awards at international academic and policy conferences. Mr. Winston holds PhD, Master’s and Bachelor’s degrees in Economics (all with Honors) from Monash University in Australia.
