David K. Bowsher came to Adams and Reese in 2009 to continue to grow the firm’s already strong transactional and bankruptcy practices, as well as expand the firm’s government relations capacity. His practice focuses principally on corporate and transactional matters, including those involving troubled companies, and on bankruptcy and corporate restructuring issues. He also spends time in the firm's DC office on government relations matters. Prior to joining the firm he worked most recently as Acting General Counsel and Deputy General Counsel at the United States Department of Commerce. During that time, he advised senior United States Government officials on a wide variety of issues, including providing financial assistance to distressed industries—e.g., the automotive and steel industries—foreign direct investment, Congressional oversight and investigations, coastal development litigation (particularly oil and gas-related development), export control licensing and enforcement, and Internet governance. He also co-led United States engagement with the People’s Republic of China on transparency in government as part of the Strategic Economic Dialogue and led United States participation in the United States-China Legal Exchange as part of the Joint Commission on Commerce and Trade.
